Project developer is OJSC Masshtab.

The company was established in 2005 to manage its assets and to form a single strategy of land development.

OJSC Masshtab was incorporated by Avgur Estate Company.

Masshtab group of companies owns big land assets located in immediate proximity to Moscow: the total area of the Company’s land lots makes up 3,300 ha, and 1,800 ha (woods) are in permanent (perpetual) use; compactly located, they form an almost single territory alternating with village lands at a distance of 3 to 20 km from the MKAD along Kaluzhskoye Highway.

In the specified territory, Masshtab Architectural Company is implementing Russia’s largest-scale unique А101 urban planning Project for construction of a town with population of about 350 thousand people and creation of 122 thousand jobs. 

The project involves construction of about 20 million sq m of new housing, more than 0.6 million sq m of social objects and about 3 million sq m of commercial property. 

The uniqueness of the project consists in that it provides comprehensive development of the territory in compliance with modern standards of world urban planning.  

For these purposes, in 2007 the consortium of world leading architectural and engineering companies elaborated the General Plan for development of the territory of 13,000 ha under the order of the Company. On the basis of this plan, the Research and Design Institute of the General Plan of Moscow with direct active participation of Masshtab have already worked out the required town planning documentation including the general plans of the settlements. 

The project will be based on the National Research Engineering University, which is being established on the basis of Moscow State Institute of Steel and Alloys in compliance with the Decree of the President of the Russian Federation. The program of University establishment implies placement of the university town including educational areas, research facilities, experimental laboratories, accommodation for students and professors. The complex is supposed to occupy the total of about 100 ha of land allocated by Masshtab Architectural Company.
